TJPC’s Legislative Appropriations Request for fiscal years 2012-2013 was
filed on August 9, 2010 with the Legislative Budget Board. This document
outlines the TJPC budget by strategy and method of finance leading into the
82nd Texas Legislative session which convenes in January. For additional

TJPC Budget Workshop 2010
This one-day budget workshop provided information regarding the FY
2010-2011 State Financial Assistance Contract and grant requirements. The
morning session covered revisions to the contract, the budget application
process, reimbursement grants, end of year reporting, update on fiscal
monitoring and monitoring of service provider contracts. The afternoon
session covered topics such as data collection and performance measures,
update on Title IV-E Federal Foster Care Program, coaching and technical
assistance as well as an update from the Texas Advisory Council on Juvenile

TJPC Launches a New Complaint Management and Tracking System (CMTS)
The Texas Juvenile Probation Commission has launched the Complaint
Management and Tracking System (CMTS), a new secure online database designed
to centralize the filing of general complaints involving juvenile justice
facilities, programs and services in the State of Texas. Any person,
including a parent, guardian, custodian or relative of a child being served
by a juvenile probation department or a concerned citizen may now submit an
online complaint by accessing CMTS via the Commission’s website. If the
complaint involves an allegation of alleged or suspected abuse or neglect,
the identity of the person making the report is confidential, is not subject
to public release under chapter 552, Texas Government Code, and may be
disclosed only for purposes consistent with the Texas Family Code and
applicable state or federal law or under rules adopted by the commission.
Prior to submitting a complaint, members of the public are encouraged to
read Complaints Involving Juvenile Probation Programs and Services in Texas
(TJPC-FS-09-04), a
convenient brochure which offers guidance for filing general complaints to
the Commission.
The Complaint Management and Tracking System is not intended to replace
other existing reporting portals such as the ANE toll-free call-line,
facsimile, email or physical address dedicated for reporting ANE allegations
and other serious incidents. The Commission will investigate any matter
within the scope of its enforcement authority arising from non-compliance
with the agency administrative standards, allegations of abuse, neglect and
exploitation (ANE), complaints against juvenile boards, local departments
and state level juvenile justice entities, as well as disciplinary matters
involving ethical misconduct of certified juvenile supervision and probation
officers.
